Thiruvananthapuram: The Centre will improve the quality and outreach of Ayush services at all levels ranging from primary health centres to AIIMS, Union Minister for Ayush Shripad Yesso Naik said here on Wednesday.


Naik said this after inaugurating the National Arogya Expo 2015, billed as the largest fair in complementary and alternative health care.

"The government is approaching Unesco in considering yoga as a subject of Indian cultural heritage," he said.

He said India will sign agreements with other countries to set up Indian alternative medicine centres. So far, Hungary, Bangladesh, Mauritius and Nepal have signed such agreements.

The expo features about 300 stalls from 200 companies, including the Department of Ayush, National Medicinal Plants Board, as well as various state governments that are exhibiting their products.

The expo, that will go on till Sunday, is being organised by the Ayush ministry in association with World Ayurveda Foundation, the Kerala government and the Rajiv Gandhi Centre for Biotechnology to foster the growth of ayurveda, yoga, naturopathy, unani, siddha and homeopathy (Ayush) and popularise it among the common people.

Homeopathy - submit evidences of efficacy

In order to mainstream homoeopathy in the national healthcare delivery system of the country, the professional bodies and the practitioners of the system should strive to establish through researches better scientific evidences of efficacy in accordance with modern scientific parameters according to Anil Ganeriwala, joint secretary, Union ministry of Ayush.

The joint secretary expressed his view while inaugurating the World Homoeopathy Summit in Mumbai recently.

While addressing the homoeopaths from across the world, he assured the Indian chapter of the Global Homoeopathy Foundation (GHF), which organised the summit, that funds would not be a constraint for researches. Also, he narrated to them the various schemes available with the Ministry to support research and development in homoeopathic method of treatment.

While briefing Pharmabiz about the Summit, Dr Sreevalsan M Menon, the managing trustee of GHF, said homoeopathy has gained increasing popularity in India in the recent past, and there is a resurgence of interest in many developed countries as well. Global attention is emerging among the scientists from the pure and applied sciences to look into certain intricate concepts of homoeopathy that remain as myths to the conventional science. Further, there is a demand from various health providers, including the governments, to mainstream the strength of homoeopathy in treating non-communicable and chronic diseases, viral infections, drug resistant diseases etc which are becoming a challenge in the conventional medicine.

On the side of researches and development of new drugs and treatments in the system, Dr Sreevalsan said the practitioners, students and the followers of homoeopathy in India are often naive to the scientific advances in homoeopathy around the world, due to inadequate revelations. As a result, they are often deprived of the information on the latest scientific developments. This makes them helpless to defend the unfound denigration on the system created by the so called critics of homoeopathy. The fact is that on one side there is an increasing demand for its use in healthcare and on the other side homoeopathy is criticized for inadequate clinical evidences. This is happening in spite of considerable evidences and encouraging research around the world.

He said, understanding these realities, the GHF in its pursuit to promote dissemination of scientific information in homoeopathy, has decided to invite renowned scientists from various parts of India and abroad to share their researches and experiences with the scientific professionals attending the summit. The homoeopathy summit was aimed at enhancing research aptitudes of the young homoeopaths, increasing clinical proficiency of practitioners, encouraging scientists from pure and applied sciences to associate in fundamental research and also to inviting government as well as non-government institutions to patronize research in homoeopathy, he said.

Dr Arun Jamkar, Vice Chancellor, Maharashtra University of Health Sciences was the Guest of Honor. P Madhavan Nambiar, Patron of the GHF presided over the inaugural function.

Central Council for Research in Homoeopathy, Central Council of Homoeopathy and Homoeopathic Pharmacopoeia Laboratory were the institutional collaborators of the World Homoeopathy Summit.

Homoeopathic Medical Association of India, Indian Homoeopathic Medical Association and the Indian Chapter of Liga Medicora Homoeopathica Internationalis supported the event.

Extension of tenure of the Memorandum of Understanding signed between India and China on Cooperation in Traditional Medicine

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for Extension of tenure of the Memorandum of Understanding (MoU) signed between India and the China State Administration of Traditional Chinese Medicine (SATCM) on Cooperation in Traditional Medicine. The MoU had expired on January 13, 2013 on completion of its validity period of 5 years from 14.01.2008 (the date of its signing).

The signing of the proposed MoU, will enhance bilateral cooperation between the two countries in the field of traditional medicine; which will immensely benefit both countries.

Background

Both India and China are blessed with well-developed scientific systems of Traditional Medicine which hold tremendous potential for global health. Recognising this fact, the then Ambassador of India in China requested the Ministry (the then Department) to initiate the MoU for cooperation in Traditional Medicine with SATCM, the organisation directly responsible for regulation of Traditional Chinese Medicine in China. Accordingly, the Ministry of AYUSH (the then Department), as a part of its mandate to propagate Indian systems of Medicine globally had signed a MoU with the SATCM of the People's Republic of China on 14th January, 2008 during the visit of the then Prime Minister of India to China.

To build on the friendly relationships between the two countries under the present Government, the Ministry of AYUSH has sought to further develop and strengthen cooperation in the field of Traditional Medicine. The recent impetus given to bilateral relations between the two countries, consequent to the visit of the Chinese President to India and the visit of the Indian External Affairs Minister to China, underscore the significance for extension of the MoU for enhancing cooperation in the field of Traditional Medicine.

The Ministry of AYUSH as a part of its mandate to propagate Indian Systems of Medicine globally has taken effective steps by entering into MoUs with the Malaysia; Trinidad & Tobago; Hungary, Bangladesh, Nepal and Mauritius. Another MoU is proposed to be signed with Serbia.

NEW DELHI: The government is considering to set up a structured central regulatory regime for yoga, ayurveda and other traditional medicines, Rajya Sabha was informed today.

"Government has considered to set up a structured central regulatory regime for AYUSH medicines," Minister of State for AYUSH Shripad Yesso Naik said in a written reply.

Department of Indian System of Medicine and Homeopathy (ISM&H) was created in March 1995 and re-named as Department of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) in November 2003.

It was created with a view to providing focused attention to development of education and research in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy systems.

The Department has been elevated to an independent Ministry with effect from November, 2014.

Naik said that the current proposal is to have a vertical structure for AYUSH medicines in the Central Drugs Standard Control Organisation (CDSCO).

"Government has initiated procedural steps for setting up the vertical structure for AYUSH in the CDSCO and the need for creation of a separate drug Controller General for AYUSH may be assessed subsequently, the time frame for which cannot be specified at this stage," Naik said.

Replying to another question, he said that the Ministry had constituted a committee in August 2014 to explore the possibility of promoting the concept of Holistic Health in the country in order to optimise the utilisation of available manpower in the health sector.

He said that the committee recommended the introduction of a National Holistic Public Health System (NHPHS) which integrates AYUSH at primary, secondary and tertiary levels, reforming medical education, research and legal framework to support NHPHS and others.

He said that the AYUSH intervention for preservation and control of non-communicable diseases has already been initiated while significant part of the AYUSH budget is spent on research.

FCARMISPP fellowship course in ayurvedic raw material identification, storage, processing and packaging

In order to enhance skill set and also encourage entrepreneurship in Ayurveda industry, MAC Pune has received Maharashtra University of Health Sciences (MUHS) recognition as Industrial Training Institute to start fellowship courses from August 15 this year at the MAC Pune Ayush cluster.

Maharashtra Ayurved Center Pvt Ltd (MAC) based at Kolewadi, Pune cluster, funded by the Ayush ministry, houses a dedicated raw material processing centre for supply of standardised, graded, certified and processed raw materials in bulk to the ayurvedic manufacturers across the state. MAC Pune cluster is the second Ayurveda cluster after Konkan in the state.

The institute recognised by MUHS, Nashik will conduct industrial training courses for Bachelor of Ayurvedic Medicine & Surgery (BAMS) and Pharmacy students to increase their skill sets. It will empower students with hands on training on various latest techniques/machines in ayurvedic manufacturing along with giving a low down on legal and FDA licensing aspects also enabling them to seek placements directly in the industry at various posts.

Applications are invited from eligible candidates for admission to fellowship courses for the academic year 2015-2016 namely fellowship course in ayurvedic raw material identification, storage, processing and packaging (FCARMISPP) which is for a duration 12 months and fellowship course in ayurvedic drug manufacturing (FCADM) which is again for a duration of 12 months. The course fees is Rs. 40,000/course for the academic session of one year. Available seats for each course is 5.

Informed Dr Sunita Belgamwar, chairperson, Maharashtra Ayurveda Centre Pvt Ltd (Ayush industry cluster sponsored by the Government of India), "There is s huge requirement of such trained manpower considering the future requirement of raw material which is standardised, certified and packaged properly. The course is intended to train personnel mainly for meeting requirements of consumer sector of ayurvedic drugs. They will be acquainted with the raw material of ayurvedic drugs for identification, storage, processing, packaging and making it ready for manufacturing. They will also be trained to maintain stores of ayurvedic drugs (both raw materials and finished products) properly."

She further added that the increasing demand for traditional drugs globally also has led to increase in exports from the country of the raw material and finished drugs. MAC Pune cluster has given us an opportunity to develop a 360 degree horizontal model to propagate concepts and principles of Ayurved to all the stakeholders through interventions like exhibition, contract manufacturing, raw material processing and sale, quality control lab and entrepreneurship development centre.

The MAC Pune cluster is aimed at bringing about quality improvement of raw material and finished goods, reduction in the individual capital investment through contract manufacturing, reduction in the pre manufacturing time (40 per cent time saving) by virtue of bulk raw material supply, reduction in the packaging and labelling costs through a common facility centre, reduction in marketing costs by common marketing and branding (40 per cent cost saving), development of new drugs, process design and validation to compete globally, IPR protection and assistance in research and development and global exposure through common exhibitions.

28% using ayush treatment while 82% knows it

Around 82 per cent people are aware of AYUSH system of medicines and only 28 per cent are using the treatment, the government said today.

National Sample Survey Office (NSSO) in their 68th round (July 2011-June 2012) on socio-economic household surveys has collected information on awareness and acceptability of AYUSH.

"As per information available from the survey, it is estimated that about 82.6 per cent people are having awareness of the AYUSH system and about 28.4 per cent people are using AYUSH treatment in the country," AYUSH Minister Shripad Yesso Naik said in a written reply in Lok Sabha.

Department of Indian System of Medicine and Homoeopathy (ISM&H) was created in March 1995 and re-named as Department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) in November 2003.

This was created with a view to providing focused attention to development of Education and Research in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy systems.

Naik said that the Government has approved and notified National AYUSH Mission (NAM) which envisages better access to AYUSH services through upgradation of AYUSH hospitals, dispensaries, setting up of co-located AYUSH facilities and 50-bedded integrated AYUSH Hospital.

It also envisages strengthening of AYUSH educational institutions, facilitate the enforcement of quality control of Ayurveda, Siddha and Unani and Homoeopathy (ASU&H) drugs and sustainable availability of ASU&H raw materials in the states during 12th Plan.

He said the government has established Traditional Knowledge Digital Library (TKDL) to prevent the misappropriation of patent on country's traditional medicinal knowledge including different aspects and techniques of Yoga.

Replying to another question, the Minister said that the Government has sanctioned 10 AYUSH industry clusters during the 11th Plan Period (2007-12).

Out of these, three clusters, one each at Kerala, Punjab and Rajasthan have been completed during last three years.

"The Government proposes to set up more number of AYUSH Clusters in the country. For this purpose, development of AYUSH Cluster Scheme has been approved for continuation in the 12th Plan period (2012-17)," he said.

New Delhi: The government on Wednesday said it has constituted an expert panel for the promotion, development and regulation of yoga and naturopathy.

Human Resource Development Minister Smriti Irani told the Lok Sabha that "the ministry of AYUSH has informed that a task force has been constituted by it with a mandate to deliberate and recommend the preferred option for promotion, development and regulation of yoga and naturopathy for education and practice".

She added that the task force would submit its report by September 30.

The ministry of AYUSH comprises Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopath
