Bali Bhagat conducts public darbar

JAMMU, May 13: Minister for Health & Medical Education and MLA Raipur Domana Assembly Constituency Bali Bhagat conducted open public darbar  at party headquarter, Trikuta Nagar near here today.
The public darbar was held by the Minister to hear the problems of the people and find their solution.
While sharing his views on public darbar, MLA said Modi Government at the Centre as well BJP-PDP Government in the State is committed to the welfare of public in all spheres. BJP follows the principle of “Sabka Sath, Sabka Vikas” and it is committed to address each and every problem faced by public.
He said that BJP has chalked out a schedule to conduct these type of programs on a regular basis where anybody can approach for any type of social or political problem to them.
More than fifty delegations met the Health Minister for the redressal of their personal as well as public problems. Various important issues were highlighted by the delegations. A delegation asked for posting of Dental Surgeons in Leh and another demanded  screening the work of JKPSC as It has been observed that it considers maximum candidates from Kashmir. A delegation requested the Minister for opening of AIIMS OPD at Jammu while another stressed on better health care facilities in PHC Mera Mendrain, upgradation of facilities in UHC Ward-32 and supply of medicines at Jagti Medical Centre. A delegation of dental surgeons also demanded for opening of State Dental Council Office in Jammu.
Delegation led by Talib Hussain from Rajouri asked for the providing appropriate staff at PHC Fatehpur, Rojouri. Minister also issued directions for immediate Hip replacement surgery, treatment of a burn case and immediate quality treatment to the much publicized case of lady to the concerned authorities.
A delegation requested the Minister to put ISM & Unani System of Medicines under different Heads, regularization of daily wagers,  consideration under salary head and DPC was also requested. Various delegations asked for toilet constructions, transformer installation, providing matador services to their areas and medicines to their health centres. MLC Vikram Randhawa also led a delegation for provision of Health Centre at Durga Mandir, Gandhi Nagar. Minister addressed many of the problems  telephonically talking to the authorities and issued written instructions for others.
A deputation of Vishwa Ayurved Parishad (VAP), Jammu Chapter also  called on Minister for Health and Medical Education, Bali Bhagat, and apprised him about the plight of Ayurveda in the State.
The deputation also put forth their demands like appointment of full time departmental officer as Director, ISM, J&K, early establishment of Ayurveda Director in Jammu, initiating the process of starting of first batch of BAMS in Government Ayurvedic Medical College Jammu and filling of all posts of District Officers as per seniority in Jammu province (Ayurvedic stream) and Kashmir (Unani stream).
The members of the deputation also demanded posting of Ayurvedic doctors in sanctioned Medical Officers (Ayurvedic) posts, Unani doctors in sanctioned Unani MO posts and Homeopathy doctors in sanctioned Homeopathic MO posts in Homeopathic units.
They also apprised the Minister about their long pending demands like change of designation of ADMO/ACOs into CMO/Controller of stores (Ayush), creation of posts of 45 pharmacists for single handed dispensaries, creation of posts of District Officers (Ayush) in newly created eight districts of the State, upgradation of Government Ayurvedic Hospital Jammu, setting up of ISM faculty/counsel for ISM para medicals, rational transfer policy, improvement of ISM dispensaries in respect of staff building and supply and conducting of DPC of all cadres in the department.

LABOUR LAWS ON 21st FEB.2017

[ aTFT II—igus 3(i)] I-17ff iT (tA 141 : 3riziTtIT7T 17 MINISTRY OF LABOUR AND EMPLOYMENT NOTIFICATION New Delhi, the 21st February 2017 G.S.R. 154(E).—Whereas for the ease of, and for the expedient compliance of the requirement of the various labour related laws referred to herein and for the purpose of maintaining combined registers for all such laws, it has become essential to frame separate rules for the said purpose; And whereas the intention to provide such combined register is to sub-serve the purposes, more specifically electronically, of the said labour related laws and the rules made there under, wherein provisions have been made for maintenance of such registers; And whereas combined registers provided under the proposed rules will facilitate ease of compliance, maintenance and inspection, and will also make the information provided there under easily accessible to the public through electronic means thereby increasing transparency; And whereas making separate rules for the aforementioned purpose will benefit making references of registers provided under different labour related laws simple, which will serve public purpose in a better way; And whereas to achieve the aforementioned purposes, the draft rules, namely the Ease of Compliance to Maintain Registers under various Labour Law Rules, 2016 were published vide notification of the Government of India in the Ministry of Labour and Employment, number G.S.R. 1048(E), dated, the 4 th November 2016, in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections and suggestions from all persons likely to be affected thereby on or before the expiry of a period of three months from the date on which the copies of the Official Gazette containing the said notification were made available to the public; And whereas, the copies of the said Gazette were made available to the public on the 4 thNovember, 2016; And whereas, the objections and suggestions received from the public on the said draft rules have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by- (a) section 62 of the Building and Other Construction Workers' (Regulation of Employment and Conditions of Service) Act, 1996 (27 of 1996) and after consultation with the expert committee; (b) section 35 of the Contract Labour (Regulation and Abolition) Act, 1970 (37 of 1970); (c) section 13 of the Equal Remuneration Act, 1976 (25 of 1976); (d) section 35 of the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 (30 of 1979); (e) section 58 read with section 59 of the Mines Act, 1952 (35 of 1952) and after complying with the requirements of sub-section (4) of said section 59; (f) section 29 and section 30 of the Minimum Wages Act, 1948 (11 of 1948); (g) section 26 of the Payment of Wages Act, 1936 (4 of 1936); (Ii) section 12 of the Sales Promotion Employees (Conditions of Service) Act, 1976 (11 of 1976); and (i) section 20 of the Working Journalists and Other Newspaper Employees (Conditions of Service) and Miscellaneous Provisions Act, 1955 (45 of 1955); read with Chapter III of the Information Technology Act, 2000 (21 of 2000), the Central Government hereby makes the following rules, namely:- 18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. Short title and commencement.—(1) These rules may be called the Ease of Compliance to Maintain Registers under various Labour Laws Rules, 2017. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Maintenance of registers under certain labour related laws.—(1)Notwithstanding anything contained in any rules made under the,— Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 (27 of 1996); Contract Labour (Regulation and Abolition) Act, 1970 (37 of 1970); Equal Remuneration Act, 1976 (25 of 1976); Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 (30 of 1979); Mines Act, 1952 (35 of 1952) Minimum Wages Act, 1948 (11 of 1948); Payment of Wages Act, 1936 (4 of 1936); Sales Promotion Employees (Conditions of Service) Act, 1976 (11 of 1976); and Working Journalists and Other Newspaper Employees (Conditions of Service) and Miscellaneous Provisions Act, 1955 (45 of 1955); the combined registers in the Forms specified in the Schedule to these rules shall be maintained either electronically or otherwise and used for the purposes, of the aforesaid enactments and the rules made there under, as specified therein. (2) If the combined register referred to in sub-rule (1) is required for inspection by the concerned Inspector appointed under any of the enactments referred to in the said sub-rule, the concerned persons shall make available the combined registers or provide the necessary particulars for the purposes of accessing the information, as the case may be. (3) Where any register referred to in sub-rule (1) is maintained in electronic form, then, layout and presentation of the register may be adjusted without changing the integrity, serial number and contents of the columns of the register, but not otherwise. 3. Amendment of certain rules.—The following rules shall be amended, except as respects things done or omitted to be done before such amendment, in the manner specified below, namely:— (i) in the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Central Rules, 1998,- (A) in rule 240, for the words and figures "Form XV, annexed to these rules", the words, letter and figures "Form A specified in the Schedule to the Ease of Compliance to Maintain Registers under various Labour Laws Rules, 2017 " shall be substituted; (B) in rule 241, in sub-rule (1),- (a) in clause (a), for the words and figures "muster-roll and a register of wages in Form XVI and Form XVII, respectively, annexed to these rules", the words, letters and figures, "register of wages and muster-roll in Form B and Form D respectively, specified in the Schedule to the Ease of Compliance to Maintain Registers under various Labour Laws Rules, 2017" shall be substituted; (b) in clause (b), for the words and figures "in Form XIX, Form XX and Form XXI, respectively, annexed to these rules", the words, letter and figures, " in Form C specified in the Schedule to the Ease of Compliance to Maintain Registers under various Labour Laws Rules, 2017" shall be substituted; (B) in rule 78, in clause (a),— (a) in sub-clause (i),— (A) for the words and figures "in Form XVI and Form XVII respectively", the words, letters and figures, "in Form D and Form B, respectively, specified in the Schedule to the Ease of Compliance to Maintain Registers under various Labour Laws Rules, 2017" shall be substituted; and (B) Form D shall be omitted; (iv) in the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Central Rules, 1980,- (A) in rule 49, for the words and figures "in Form XIII", the words, letters and figures, "in Form A specified in the Schedule to the Ease of Compliance to Maintain Registers under various Labour Laws Rules, 2017" shall be substituted; (B) in rule 52, in sub-rule (2),- (a) in clause (a), for the words and figures "in Form XVII and XVIII respectively", the words, letters and figures, "in Form D and Form B, respectively, specified in the Schedule to the Ease of Compliance to Maintain Registers under various Labour Laws Rules, 2017" shall be substituted; How exactly does the Ayurvedic 100% male child fit into the govt’s agenda to improve sex ratio?

  • Monday, May 08, 2017 - 19:36                                                                                          In 2014, the Modi government set up the Ayurveda, Yoga and Naturopathy, Unani, Siddha, and Homoeopathy (AYUSH) Ministry for “development of Education and Research in Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy”. Apparently, this includes information about how to conceive a boy as well.
    According to Alka Dhupkar’s report in Mumbai Mirror, a third year textbook for Bachelor of Ayurveda, Medicine, and Surgery (BAMS) says that you can grind two north facing branches from a Banyan tree grown in a stable, two seeds of urad dalmustard (black lentils), mix the ground ingredients with curd and consume it to have a male child.
    And this is merely one of the ‘remedies’ described to conceive a boy in a book which reportedly draws from Charak Samhita, an ancient Ayurveda text. Another (rather expensive) one involves the woman having to melt a gold, silver or iron mini idol of a man in a furnace, pour the melted metal into milk, curd or water and consume it at an auspicious hour.
    The syllabus is under the supervision of Maharashtra University of Health Sciences, whose Vice Chancellor said that he had already written to the Ministry of AYUSH, which decides the BAMS curriculum.
    It is ironic this textbook prescribes this ‘remedy’ to support son preference while the government is trying to bring up the dismal child sex ratio in the country, with campaigns like ‘Beti bachao, beti padhao’.
    How exactly does the Ayurvedic 100% male child fit into this campaign?
    And arguments aside, do these ‘techniques’ and ‘concoctions’ even work? According to Dr N Vijayakumar, HOD and medical superintendent at Government Ayurveda College Hospital for Women and Children, Trivandrum, there’s no scientific evidence.
    “It is very difficult to ascertain whether these work or not. There is no scientific study or research to prove so. The reason they are in the books is for studying historical perspectives - how people tried to determine Ayurvedic medicines when there was no systematic technology,” he says.
    “There are however Ayurvedic medicines to ensure good prenatal health, for prevention of miscarriage as well as to improve fertility. But there is no way scientific way to ensure that you conceive a boy through Ayurvedic medicine,” he adds.
    Dr Vijayakumar also points out that under the Pre-Natal Diagnostic Techniques (PCPNDT) Act, people do not come to them demanding to have a male child as sex selection is illegal. Dr Dhanya Radhakrishnan, Vice Principal at the Kerala Ayurveda Academy says the same thing, “People usually come to us during or after pregnancy regarding health concerns for the woman. There’s no way to say that the methods described in Charak Samhita to have a boy child work,” she says.
    It is clear that these Ayurveda experts do not believe that it is possible to have a child of a pre-decided particular sex using any kind of medication. But this hasn’t stopped people from claiming the contrary in the past. In 2015 for instance, Yoga guru Baba Ramdev’s Divya Pharmacy had started marketing an Ayurvedic medicine called ‘Putrajeevak beej’ which created a controversy for promoting son preference.
    Baba Ramdev had attempted to rubbish the allegations saying that the medicine itself was called ‘Putrajeevak’ and helped with infertility in women. However, the website ramdevmedicines.com also said, “According to ancient texts, it is also helpful in conceiving a male child,” when describing the medicine.
    More recently, the RSS’s health wing Arogya Bharati claimed that its project ‘Garbh Vigyan Sanskar’ had unlocked the secrets to have a “customized child.” According to Ashutosh Bhardwaj’s report in Indian Express, athree month “purification”, sex at a time when the planets align auspiciously, abstinence after conception, and dietary restrictions would ensure “fair and tall” babies with higher IQ.
    Dr Vijayakumar says that while some studies towards ‘customized’ babies have been conducted abroad, there is very little scientific evidence to make the results completely authentic. “99% of the child’s cranial development happens in the initial antenatal period. There are some foods which can boost that. But the brain’s capability also depends on ancestry,” he says.
    He also warns that regardless of their effectiveness, fraudulent persons can use these techniques to con those who aren’t aware and are looking to have a male child, or a child with certain attributes. Instances of quacks offering 'medicine' to induce conception of a boy child have been reported to have detrimental effects on women's health. Many times, they are found linking it to Ayurveda to hoodwink people.

Patanjali Research Institute: PM Narendra Modi inaugurates Baba Ramdev’s institute today, here is all you want to know

Prime Minister Narendra Modi, who is on a visit to Uttarakhand today, inaugurated Baba Ramdev’s Patanjali Research Institute in Haridwar too. He visited the Kedarnath temple earlier in the day, to offer his prayers. The prime minister was the first to visit the temple since it was opened today for the season. He is expected to reach the holy city at 12 noon today for the inauguration of the Patanjali Research Institute at Patanjali Yogpeeth. “I will be inaugurating the Patanjali Research Institute at Patanjali Yogpeeth, Haridwar tomorrow, 12 noon onwards. @yogrishiramdev,” he had tweeted on Tuesday.
As per the website of Patanjali, patanjaliresearch.com, the institute which is a part of the Patanjali Yogpeeth in Haridwar, was founded in August 2010. The institute like its parent body Patanjali Yogpeeth has been named after sage Patanjali, who was the first to compile several writings on Yoga, which are relevant even today in the day to day life of every person.
While explaining about the aim of the institute in its website, the foundation in its website said that one of its main tasks is to make research on indigenous systems of medicine, especially yoga and Ayurveda. It said their effects are studied in the institute using scientific methods, so as to these systems of medicine in order to promote health. The foundation’s website also said that while it carries out actual scientific studies in laboratories, the aim is also to review ancient text for reading.
With its research on ayurvedic herbs and medicines, Patanjali also aims to get them recognised globally as scientific and authentic medicines, which would not only help people in India, but across the globe to seek benefits of holistic knowledge of Ayurveda, making Ayurvedic medicines gain recognition across the globe much like allopathic medicines are officially recognised today.
The institute aims to conduct research work on Drug Screening, pharmacognosy, drug discovery, pharmacology, chronic disease study, and more. It also aims to study scientific ways for ancient practices various areas of life, like in architecture or farming, to make them better understood in present day society and can be preserved.

Patanjali itself first came into being on January 5, 1995 in Haridwar. Later its various trusts and institutes made major strides in the country and worldwide through propagation of Yoga and Ayurveda.

Government sanctions 183 posts for AYUSH

Hyderabad: The State Government has sanctioned 183 posts to be filled up in the Department of AYUSH (Ayurveda, Yoga, Naturopathy, Unani, Siddha and Homeopathy).
The Telangana State Public Service Commission (TSPSC) will hold the examination and later recruit for the posts of faculty and doctors for various AYUSH departments.
Faculty members to be recruited by the TSPSC in various departments include Homeopathy (11), Ayurveda (12) and Unani (8). while doctors include Homeopathy (36), Ayurveda (62) and Unani 54).

Pramod Kumar Pathak, IFoS (KL:1986), has been appointed as Joint Secretary, Ministry of AYUSH from the date of assumption of the charge of the post, for a period of five years or until further orders, whichever is earlier.

He was working as an Additional Principal Chief Conservator of Forests (Finance, Budget & Audit), Bereaucracy Today has learnt.

His appointment is made vice AK Ganeriwala, IFoS (SK:1986).
